NEXT VETERANS CHIROPRACTIC ADVISORY COMMITTEE MEETING TO BE HELD MARCH 25-26th IN WASHINGTON, DC:  The official journal of the federal government, THE FEDERAL REGISTER (Vol. 68, No. 32, Tuesday, February 18, 2003) has published a public notice of the next U.S. Department of Veterans Affairs (DVA) Chiropractic Advisory Committee meeting.  This committee has been charged by Congress to develop recommendations to the Secretary of Veterans Affairs on how to best implement the Congressionally mandated permanent chiropractic benefits program.  ICA has been active in all aspects of this developmental process and will be present at the March session.  ICA Board Member Dr. Michael S. McLean, who serves on the Committee, has reported that this upcoming meeting will address key elements of the Committee's mission and that the entire profession should be closely watching their progress.   The public is welcome to attend this meeting, with advance notification to the DVA as indicated in the notice.   The notice reads as follows:

 

The Department of Veterans Affairs  (VA) gives notice under Public Law 92-463 (Federal Advisory Committee Act) that the Chiropractic Advisory Committee will meet Tuesday, March 25, 2003, from 8:30 a.m. until 5 p.m. and Wednesday, March 26, 2003, from 8:30 a.m. until 4 p.m. at the Department of Veterans Affairs Central Office, 810 Vermont Avenue NW, Room 230, Washington, DC 20420. The meeting is open to the public. The purpose of the Committee is to provide direct assistance and advice to the Secretary of Veterans Affairs in the development and implementation of the chiropractic health program. Matters on which the Committee shall assist and advise the Secretary include protocols governing referrals to chiropractors and direct access to chiropractic care, scope of practice of chiropractic practitioners, definitions of services to be provided and such other matters as the Secretary determines to be appropriate.  On March 25, the Committee will receive an update on the status of the chiropractic occupational study and discuss the scope of chiropractic services, services to be provided in the VA chiropractic program, and protocols governing direct access and referrals to chiropractors. On March 26, the Committee will continue discussions on the items listed above and, at the end of the day, discuss the agenda for the next meeting and plan meeting dates for FY  2004.

 

On March 25, from 3 p.m. to 5 p.m., the Committee will provide time for oral statements from the public on the issues under discussion. Members of the public who wish to make a brief oral presentation at this meeting must contact Ms. Sara McVicker, Committee Manager, in writing via fax at (202) 273-9148 or via e-mail at sara.mcvicker@mail.va.gov no later than noon eastern time Friday, March 21, 2003, in order to have time reserved on the agenda. Requests to be scheduled for oral presentations should not be mailed via United States Postal Service due to delivery delays resulting from security measures. Opportunities for oral comments will be limited to no more than five (5) minutes per speaker and no more than 90 minutes total. Persons who wish their oral statement to become part of the Committee's records and available to the public on the Committee's Internet site must submit a written or electronic copy of the statement at the time of the meeting.  Persons making oral statements are requested to bring 13 copies of their statement for the Committee and an additional 20 copies for other members of the public.

 

Any member of the public wishing to attend the meeting is requested to contact Ms. McVicker, RN, MN, at (202) 273-8558 by noon eastern time on March 21, 2003, in order to facilitate entry to the building.  The Committee will accept written comments from interested parties on issues under discussion and other matters relating to the development and implementation of the chiropractic health program within the Veterans Health Administration. It is preferred that such comments be transmitted electronically to the Committee at sara.mcvicker@mail.va.gov or comments may be mailed to: Chiropractic Advisory Committee, Primary and Ambulatory Care SHG (112), U.S. Department of Veterans Affairs, 810 Vermont Avenue, NW, Washington, DC 20420.

DR. DR. DAN MURPHY PRESENTS "UNDERSTANDING MECHANISMS OF VEHICULAR ACCIDENT INJURY" at the Chiropractic Certification in Spinal Trauma (CCST) series in Las Vegas, Nevada on March 15-16th.  This is Module 3 of the Certification Program, and doctors and students are welcome to register for individual modules, to gain enhanced expertise in areas of special interest or concern, as well as sign up to complete the full certification session series.  Dr. Murphy, an internationally recognized presenter on spinal trauma, will address questions doctors of chiropractic commonly contend with in their injury cases, including: distinguishing between present injury and co-existing degenerative processes, and biomechanical aspects of collisions on body anatomy and physiology.  The CCST program also fulfills the first year requirements of the Diplomate in Applied Chiropractic Sciences program.  For more information or TO REGISTER, visit ICA's special website section for the CCST program at www.chiropractic.org or call 1-800-423-4690.

 

NATIONAL PUBLIC HEALTH WEEK SPONSORED BY THE AMERICAN PUBLIC HEALTH ASSOCIATION WILL BE APRIL 7-13th This year, the national observance for National Public Health Week is April 7-13, 2003. The American Public Health Association (APHA), of which ICA has been an active member for many years, is taking the lead in this important outreach program, partnering with other public health organizations, agencies and associations.  ICA is encouraging all DCs to become familiar with this effort and to participate as a public health leader in their communities. Thanks to public health professionals throughout the country, National Public Health Week is now celebrated in communities in 46 states and by 60 percent of local health departments. According to Dr. Rand Baird of Torrance, California, ICA's APHA Representative, "These issues and concerns obviously fit nicely with the chiropractic model of health. The goal during this week is to educate American adults and children about the health risks associated with this fast-growing epidemic and to present communities and individuals with ways to "shape up their future."  Today, approximately two-thirds of all American adults are overweight or obese. The proportion of children who are overweight has tripled since 1980. This epidemic is not limited to any particular age, race, ethnic group or gender."  ICA urges all in the chiropractic profession to be aware of and participate in this important effort.  Please publicize and promote this event through your local media.  A special tool kit on overweight and obesity is available at no cost for your use at the APHA website http://www.apha.org/nphw.
