
NEW ICA COUNCIL ON PHILOSOPHY ANNOUNCES INAUGURAL CONFERENCE ON CHIROPRACTIC PHILOSOPHICAL STANDARDS: ICA's newest council, the Council on Chiropractic Philosophy, is off to a great start with its Diplomate in Chiropractic Philosophy sponsored by Palmer College already up and running, and a conference focused entirely on chiropractic philosophy confirmed for May 17-18 at the Fairmont Hotel in Kansas City, Missouri. According to Dr. Fred Barge, chair of the ICA Philosophy Council, "This conference is the first of its kind in the profession and is designed for doctors and students interested in serious discussion about the tenets and principles of chiropractic and want to understand and/or know more about "true" chiropractic philosophy. It is not," said Dr. Barge, "a motivational seminar, which many promote as or believe is chiropractic philosophy. Don't get me wrong," he adds, "the topics will be motivating and inspiring, but at an intellectual level that we believe many in our profession want and need." ICA Board and Representative Assembly meetings will be held at the Fairmont on May 15-16th, immediately prior to the conference.
The speakers include some notable individuals, many of whom have taken the time to study and understand in-depth chiropractic's tenets and principles that explain the chiropractic approach to life, health, wellness and dis-ease. Besides Dr. Barge, the speakers include Dr. Guy Riekeman, Dr. David Koch, Dr. Carl Cleveland III, Dr. Janice Hughes, Dr. Rob Sinnott, Dr. Sue Brown and Dr. Brian McAulay. The keynote speaker is world-renowned holistic medical physician and friend of chiropractic, Dr. Norman Shealy, who will address "The Science of Psycho-Neuro Immunology and Intent."
In addition to the main speakers there are 16 presenters who will deliver professional papers on chiropractic philosophy. "We were overwhelmed and very encouraged with the response to the Call for Papers which proves there are many doctors out in the field who are interested in serious chiropractic philosophy," said Dr. Barge. The paper presentations are under the direction of Dr. Janice Hughes of Ontario, Canada. Dr. Hughes received her LCP (Legion of Chiropractic Philosophers) designation in 2000 and is currently enrolled in the Philosophy Diplomate program. FEDERATION OF CHIROPRACTIC LICENSING BOARDS (FCLB) SEEKS PROFESSION'S INPUT ON PROPOSED CONTINUING EDUCATION PROGRAM-- PACE: According to a press release received by ICA on December 20, 2002, the FCLB is seeking comment on a proposal that would position that organization, and the Council on Chiropractic Education (CCE) as the profession's arbiters in all matters related to professional continuing education. Promoted as a service to the profession, and despite representations by FCLB of broad support for this initiative, the issue is being received with considerable skepticism by many state and national organizations, as well as educational institutions. ICA has convened a study group chaired by Dr. Gary Walsemann, ICA Board Member and Chair of ICA's Legal Affairs Committee, to review this proposal in detail and to offer a carefully considered response to what, on the surface, raises very serious considerations in many areas. This is a matter that requires the careful study of all organizations, and individual DCs as well, since the prospects for major shifts in the control of continuing educational courses, their costs and the terms under which those programs are administered, are very real, and may not be in the profession's best interests. The press release of December 20th titled, "FCLB Unveils PACE Program for CE Provider Approval" states that the "program sets forth a system of outcome-based Criteria to address both in-person and distance learning methods." The release goes on to state:

envisioned, the PACE Criteria will be established and maintained by the
Council on Chiropractic Education, and applied by the PACE Committee of the
FCLB..."We look to the CCE as experts in the area of educational standards,
and believe they have the experience and necessary organizational mechanisms
to assume these responsibilities," Dr. Wolfson
(FCLB task
force co-chair) said. "This design also provides colleges with an avenue
for direct input to help establish the Criteria by which they would be
assessed."..."The new, centralized approval process benefits practitioners,
program providers, state associations, licensing boards, and the public. In
short, the real winner is the chiropractic profession," he said...
Briefly,
the PACE program is designed as follows:
1. Chiropractic regulatory boards allow for PACE approval, while retaining the current individual
approval process as well
2. CE providers seek recognition for their institutions or organizations
3. PACE Recognized Providers register courses with FCLB

ICA urges all in chiropractic who are concerned about the potential for adverse impact of this program to review and comment on the FCLB proposal. It is essential, however, to respond based on a close reading of the proposal, item by item, so as to provide the FCLB with a substantive and clear representation of your concerns.
ICA HOSTS EMERGENCY RESPONDERS AT NFL BALTIMORE RAVENS GAME: The International Chiropractors Association teamed up with the NFL Baltimore Ravens to provide an opportunity for Washington, D.C. area police, fire and emergency response personnel to attend the final regular season home game of the Baltimore Ravens. Representatives from services and jurisdictions across the Washington, D.C. area were able to take advantage of this thank-you and acknowledgement gesture. The national capital area police, fire, emergency and rescue services have been operating under tremendous pressure in recent months, with the burdens of added security in general terms, and their tremendous response to the tragic series of sniper incidents this Fall, all on the heals of the September 11th tragedy last year at the Pentagon. Regrettably, the home team Ravens lost to the visiting Cleveland team in a 14-13 battle, but all present enjoyed a day at the stadium, regardless of the outcome on the field. A special thanks goes out to all of the tremendous people in the Baltimore Ravens organizations who did not hesitate for a moment to assist ICA in organizing this tribute day to our national capital area "First Responders".
