"E-FACTS" REPORT FROM THE  ICA PRESIDENT, D.D. Humber, DC, FICA

 

ICA DELEGATION PARTICIPATES IN 9-11 PENTAGON REMEMBRANCE CEREMONY:  ICA doctors and staff were among the invited guests at Wednesday's emotional memorial ceremony held at the Pentagon in Washington, D.C.  This national tribute to those who lost their lives in the terrorist attack in Washington and to those they left behind was hosted by Secretary of Defense Donald Rumsfeld and attended by President and Mrs. George Bush, senior military commanders, Members of Congress, diplomatic guests, families and relief agency representatives.  ICA coordinated the chiropractic relief program at the Pentagon crash site following last year's tragedy.  One year after the disaster, the chiropractic team had the opportunity to gather with many of the thousands to whom they provided care in the weeks following the attack.  Officers and men and women of all ranks, fellow relief workers, law enforcement officers and civilian workers of all kinds were served by the 31 chiropractic volunteers during the rescue and recovery period.  I want to reemphasize a thought that went out from ICA on September 11th, because it is just as important today as it was on the anniversary of the tragedy:

 

Our commitment to service and our resolve to bring care to those in need, whatever the circumstances and whatever the difficulties should be uppermost in the thoughts of the chiropractic profession today.  I am ever mindful of those courageous doctors of chiropractic who stepped forward to serve at Ground Zero in New York, at the Pentagon in Washington, and at the crash site in Pennsylvania.  They have set an example to us all and have, by their loving and selfless actions, honored our profession and the nation.

ICA IS PREPARING FOR THE UPCOMING INAUGURAL MEETING OF THE U.S. DEPARTMENT OF VETERANS AFFAIRS (DVA) CHIROPRACTIC ADVISORY COMMITTEE MEETING:  DVA Committee appointee Dr. Michael S. McLean, ICA Board Member and Chair of ICA's Legislative Committee, is coordinating ICA's effort to collect and analyze any and all information on the DVA's procedures and policies.  Dr. McLean has also been in contact with other Chiropractic Advisory Committee members and is seeking common ground in anticipation of the need for chiropractic resolve and cooperation to insure the timely implementation of the Congressionally mandated chiropractic benefits program.  ICA HAS JOINED ALL OTHER RESPONSIBLE CHIROPRACTIC ORGANIZATIONS IN REGISTERING A LEGITIMATE PROTEST OVER THE PRESENCE OF A "CHIROPRACTIC MEDICINE" REPRESENTATIVE ON THE DVA COMMITTEE. In a letter dated September 3rd, to DVA Secretary Anthony J. Principi, ICA communicated its concern over the presence of this individual:

 

ICA is also obliged to protest the inclusion of Dr. Charles DuVall as a member of the DVA Chiropractic Advisory Committee because of the nature of his public positions on the core practices of chiropractic and because of the unsupportable, contradictory and potentially disruptive nature of who and what he claims to represent.  To the best of our knowledge, the National Association of Chiropractic Medicine is a body that exists in name only, with no democratic procedures, no established corporate charter and no genuine following of any sort in the chiropractic profession.  As well, the idea of "chiropractic medicine" is so inherently contradictory that we are concerned that the only role this individual might play is to disrupt and confuse what ought to be a clear and focused mission.  As you may not be aware, every state law in the United States that establishes and governs the practice of chiropractic has a section that clearly states that the practice of chiropractic is not the practice of medicine, dentistry or osteopathy.  This individual represents, therefore, only himself and fringe ideas that have no anchor in the laws, educational processes or research record of chiropractic.

 

ICA also expressed grave concern over the large number of medical organization representatives and the complete lack of any representation on the part of the all-important veterans service organizations.  ICA has opened up a very productive and positive dialogue with a number of those key organizations and hopes to assist in facilitating a role in the upcoming discussions for these important organizations.  ICA is also collecting information on the advocacy and service role veterans' group volunteers and advocates play in assisting DVA beneficiaries in the agency's health care system.    ICA has also suggested a means to correct the obvious imbalance in the committee composition. In the September 3rd letter to Secretary Principi, ICA offered the following suggestion:

 

ICA believes that this imbalance can easily be corrected by the appointment of two additional mainstream chiropractic representatives. The major chiropractic organizations have submitted the names of many fine candidates to which you could quickly look for possible new appointees. ICA is standing by to support and assist your office in any such expansion effort.

 

Many ICA members have inquired about the procedures for veterans to obtain chiropractic services.  Protocols and procedures for accessing chiropractic care through the new program are likely to be several months in the making.  ICA will keep the profession informed of developments and will circulate any and all finalized procedures once they have been established.

 

DR. FABRIZIO MANCINI NAMED HERO FOR HUMANITY: Dr. Fabrizio Mancini, President of Parker College of Chiropractic, has been named one of the Heroes for Humanity for enriching and inspiring others. He joins a list that includes Katie Couric, for her work in getting the word out about colon cancer, Michael J. Fox and Danny Glover. Dr. Mancini is the first person in the health care field to receive this prestigious honor.  Dr. Mancini and his inspirational story are featured on the Heroes for Humanity website, www.heroesforhumanity.com. He tells his story of coming to the United States as a 12-year-old native Colombian who could not speak any English. Through the help of several personal heroes, Mancini became a Doctor of Chiropractic at the age of 24. His mentor, Dr. James Parker, taught him to "Love your patients like your family."  Now as President of Parker College, he has a very "large family" to look after. He says he was very surprised by comments from students who had never seen a Hispanic Doctor. Dr. Mancini uses his story to show students that if he could do it, so can they. At age 36, Mancini is one of the youngest college presidents in the United States. Mancini has been instrumental in helping to spread the word about chiropractic care to the younger generation.  Congratulations to Dr. Mancini on this great honor.
