CALIFORNIA REP. BOB FILNER INTRODUCES  "DIRECT ACCESS"
BILL FOR CHIROPRACTIC IN THE VA

Representative Bob Filner (D-CA) has introduced legislation that would mandate direct access to chiropractic services for eligible veterans in the US Department of Veterans Affairs health programs.  HR 4501 was introduced on March 29, 2004, partly in response to the storm of concern over the recent recommendations of the Chiropractic Veterans Advisory Committee and Secretary of Veterans Affairs Anthony Principi's official response to those recommendations, which eliminated all possibilities for direct access to chiropractic services for veterans.

HR 4501, entitled the "Better Access to Chiropractors To Keep Our Veterans Healthy Act",  also expands the role of chiropractic care into the rehabilitative and prevention dimensions of the DVA program.  The bill has been referred to the House Committee on Veterans Affairs, on which Rep. Filner serves.   ICA urges all in chiropractic to contact their U.S. Congressional Representatives and urge them to co-sponsor this important bill.

"ICA enthusiastically supports this initiative," said ICA Legislative Committee Chairman Dr. Michael S. McLean.  "There is no question that veterans should have the minimum amount of bureaucracy standing between them and the care they want, and that the current status of the chiropractic program within the VA, requiring primary care referral is unacceptable to the ICA, to the profession at large, and to the veteran beneficiary."

Dr. McLean serves on the Department of Veterans Affairs Chiropractic Advisory Committee and has been involved in every aspect of the development of the legislation that established the chiropractic program, as well as the efforts of the Advisory Committee created by Congress to advise the Secretary on the details of the chiropractic program.

Representative Filner has served in the US House of Representatives since 1992 and represents California's 51st Congressional District. He has been an emphatic and consistent supporter of chiropractic issues during his Congressional tenure and can certainly be characterized as one of chiropractic's best friends in Congress.
